This is a circle around city centre. The best way to skate is on the road, on the rightmost lane which is reserved for buses and taxis (other drivers respect that).
Inside that circle is old city centre. Lots of narrow streets with paving stones, one way streets, no cycling lanes. You can go around and see the city, just not very fast.
The only place you are allowed to inline skate in Valencia – in the (former) river. But it is almost impossible, because there is no tarmac, just (bad) paving stones and some gravel. You can see all on the street view.
I hope someday Valencia will become City of Inline Skating, not just ‘Ciudad del Running’.
